OPERATIONS HSE ENGINEER

Commencement of work: June / July 2014
Duration: 2 years with an extension option
To perform as an experienced HSE professional to assure compliance with Company standards and governmental regulations, develop, design and recommend improvements to enhance HSE performance of CLIENT and administer the functions as listed below.

Job Description

  • In so doing, the individual will at all times strive to perform in a safe and environmental responsible manner so as not to jeopardize personal safety, the safety of others, harm to the environment and company properties.
  • Providing support to the operations team during the design and construction phase of the CLIENT project to administer HSE matters such as updating HSE statistics/board, etc. Supports and satisfies the policies, goals, efforts and programs of CLIENT Health, Safety and Environmental Management System. Ensures HSE issues are given primary consideration in all activities undertaken within area of responsibility.
  • Provides operations staff guidance in preventing injury, environmental damage and loss and damage to properties through the implementation of the HSE programs.
  • Ensures all HSE incidences and near misses are reported by operations staff during the project phase and these incidences are compiled for sharing with others as lessons learnt. 
  • Support the Operations Manager to compile HSE statistics and reports.
  • Work closely with the Training and Competency development team to provide input on operations staff HSE training and competency assessment for HSE elements, when required.
  • Conduct unsafe act audits during the construction and commissioning stages of the project on site and record these findings.
  • Compile unsafe act audits/findings conducted by operations staff.
  • Supporting the operations department as a focal point to consolidate/review relevant HSE procedures such as PTW, etc and feedback to CLIENT HSE department for updating. Follow up with HSE department to ensure these feedback/comments are reflected in the procedures.
  • Supporting the operations team to review HSE standards and specification such as safety boots, helmets, etc and feedback to the HSE department.
  • Supporting the operations team to ensure HSE scope and compliance are incorporated in contracts to be used by operations.
  • Provide support to the operations team to review design drawings, models and verification exercise at the construction yard to ensure that HSE aspects of the facilities are catered for eg. Escape routes, provisions of safety equipment, safe access to operations, etc.
  • When required, the incumbent is to support the CMMS/Maintenance team to ensure safety precautions are addressed in the PM tasks as prescribed in the CMMS/SAP such as raising PTW before start of work, housekeeping, use of proper tools, safe access and isolation, etc.
  • Supporting the OM to establish HSE metrics which are relevant to operations and monitor the trend with the aim to improve HSE performance (in addition to metrics at company level) eg. LTIs, recordable incidences, etc.
  • Supporting the OIM to ensure HSE boards are available offshore and relevant statistics are displayed and updated regularly.
  • Ensure HSE posters are available offshore for display and updated regularly.
  • Supporting the OM/OIM to organise HSE audits or inspections offshore and act as the secretary to record findings and ensure action items are tracked until closure.
  • Upon request, the incumbent may be required to give HSE talks and briefings to offshore and onshore operations staff on HSE subjects and help to organise this event eg. Inviting HSE experts or speakers to give these talks.
  • Supporting the OM to organise HSE campaigns or roadshows with the aim to promote HSE culture and interventions.
  • Monitors the control of potentially hazardous chemicals and substances and ensures that the material safety data sheet (MSDS) system is maintained and communicated. Marking and labeling of vessels, piping, containers, etc is to be monitored and maintained.
  • In liaison with the Training and Competency development team, the incumbent is to provide input on operations staff HSE training and competency assessment for HSE elements, when required.
  • Ensure that HSE procedures are available offshore, complied with and updated with the latest revision.
  • Supporting the OIM offshore to conduct regular assessment or review on the quality of the PTW and JHAs raised or used. This is to ensure that the principles of permittry are complied with and all hazards are managed accordingly. Findings are to be recorded and disseminated to the OIMs and relevant operations staff.
  • Supporting the OIM and Maintenance Supervisors offshore to ensure that major or turnaround maintenance activities include the HSE aspect in the site specific procedures esp. SIMOPS and all safety precautions and controls are complied with.
  • Supporting the contract holders to ensure that contractors performing work offshore comply with the HSE requirements as obligated in the contracts and in accordance to KPOC HSE policies or requirements. The incumbent will provide support to evaluate contractors’ HSE performance and compliance. 
  • Advises on the need for safety equipment required and directs acquisition, use, care, maintenance, supply and storage of items such as personal protective clothing, respiratory protection, gas analyzers, firefighting equipment, etc.
  • If appointed by the OM, the incumbent may be required to be part of the Emergency Response team onshore to manage emergencies when the need arises, and to provide the necessary support as prescribed in the ER procedure.
  • Managing various hazards during the construction and commissioning stages of the CLIENT project on site and the challenges to inculcate safety culture and mindset amongst operations staff especially the offshore technicians who have no previous Oil & Gas working experience.
  • Compliance to HSE procedures by the operations staff during the operations phase of CLIENT project. Vast majority of offshore operations staff may not understand (let alone comply 100 %) the HSE procedures during the initial 2 or 3 years into operations.

Qualifications & Skills

  • Minimum bachelor degree or diploma in any engineering discipline or Environmental Science.
  • Minimum 7 years working experience in the Oil and Gas industries in similar capacity.
  • Knowledgeable in industrial safety and local statutory requirements.
  • Possessing NIOSH certificate would be an added value.
  • Ability to communicate effectively and work in a team and be able to make presentations.
  • Must be computer literate and possess the basic knowledge on common programmes such as WORD, Excel, Powerpoint.
  • Must be fully conversant in the English language both orally and verbally.
