Job Title : Project Engineer
Purpose of the Job
• Deliver assigned engineering projects from completion of conceptual design through to Operations hand-over.
• This includes delivery of assigned facility change proposals. Specifically, the position is required for the purpose of managing the extensive debottlenecking work within the various existing North Oman stations & plants to increase the capacity while maintaining the plants integrity.
Experience/Qualifications Needed
• Engineering degree or HND/ HNC or equivalent in relevant Engineering discipline and a minimum of 10 years field experience of which at least five years in a Maintenance or Engineering Projects role.
• Good knowledge and understanding of the Oil/Gas process & systems.
• A good knowledge of relevant E&P operations, procedures and practices.
• Self-motivated and is required to have strong leadership skills.
• Should be aware of HSE and process safety requirements.
• Knowledge of Hazardous areas and equipment fit for those areas.
• Fully computer literate, valid driving license, good communicator and organizer.
• Ability to perform as a team player.
• A good experience on contract management and knowledge of legal and commercial conditions of contract.
• Conversant with International, Shell Group engineering standards, as well as HSE standards.
Principal Accountabilities
1) Asset related:
• To ensure that technical integrity is fully maintained and that any deviations to PDO standards/procedures are formally approved and logged.
2) Business Processes related:
• Manage the design, procurement and construction such that the projects are completed within agreed budget, schedule milestones, quality and strict account of HSE aspects
• To develop execution strategies and seek endorsement by senior management
• To ensure that effective business controls are applied in all projects and in accordance with corporate requirements. (incl. HSE, commercial, financial, quality, integrity, schedule, etc.)
• To resolve any claims arising from the design, procurement and construction contractors activities.
• To ensure that cost reduction opportunities are pursued and exploited wherever appropriate.
3) Discipline Activities:
• To actively pursue the identification, evaluation, testing and application of new technology in order to continuously optimize the life cycle cost, operability, maintenance, safety and environmental impact as necessary
• To carry out all first line negotiations with contractors and to monitor technical and commercial performance of the same.
• To maintain clear and effective interfaces within the North Directorate team, particularly the site based construction & operation team/s.
• Manage and report budget/s and schedule/s on monthly basis
• Establish an effective document management system for the projects
• Ensure that own actions plus those of subordinates (in case of any) and contractors are conducted in accordance with the company’s HSE management system. Specific accountabilities are set out in the PDO HSE Policy, Commitment and Accountabilities booklet (latest revision)
4) HSE related:
• Maintain a high level of safety awareness and standards in all daily duties and tasks and guide the subordinate staff on safe working practices.
• Proactively manage all HSE aspects of maintenance activity execution and
compliance with directorate HSE plan
• Ensure healthy safeguarding systems for minimum production interruption
• Carry HEMP as required.
• Familiarity with latest design methods and techniques e.g. SIL, HAZOP Design review is essential.
• Participate in all key equipment design, operability, and maintainability reviews (HAZOPs, IPFs, etc.).
5) Process safety related:
• Ensure that Critical Tasks related to Asset Integrity-Process Safety Management (AI-PSM), as defined in the Procedural Manual, are undertaken and executed.
• Apply AI-PSM principles in all activities.
• Act at all times in accordance with the PDO Statement of Policy on AI-PSM.
• Identify and comply with AI-PSM responsibilities as documented in the AI-PSM System.
6) Other accountabilities:
• Be a member of the Duty Rota.
• Maintain a positive image and actively promote and participate in social activities.
• As member of the of the Asset team fulfil all given tasks which are in line with the overall
requirements of the Asset team.
Challenges
• Executing the project/s in line with PDO HSE procedures
• Completion of projects on time, budget and according to specifications
• Effective Management of budgets with respect to cost savings, variations to contract and
accurate reporting
